HCR2037 – NEW MONEY FOR SCHOOLS – ALERT

HCR2037 – NEW MONEY FOR SCHOOLS

The bill would shift money currently given to a bureaucracy directly to schools. This is what our school districts will:

1. Referendum sends approximately $100m of new annual funding, directly into the schools, without raising taxes.
2. Eliminates nearly $10m in annual administrative, advertising, and lobbying expenses by First Things First.
3. Restores local control of the tax dollars by placing investment decisions in the hands of the locally elected school boards.
4. Insures that future tax dollars are invested in teacher salaries and reading programs, not billboards and contributions to advocacy groups.
5. Eliminates tax payer funded lobbyists, radio, and television advertising and uses those dollars for early childhood education programs.
6. Increases the amount of money spent on early childhood reading programs across Arizona by millions of dollars.
7. Puts Classrooms first, local school districts in the driver’s seat, and helps our teachers and kids.
8. Invests millions of dollars in protecting children from internet predators.
9. Restores local control and allows decisions to be made at the local level by elected school boards.

Please contact everyone in the “who to contact” column and ask them to vote yes or no, depending on your wishes.

HB2023 Passed In House, HB2056, HB2088 – Alert

By Jose Borrajero

BALLOT HARVESTING BILL CLEARS COMMITTEE

HB2023 has passed in the House Elections Committee. A tally of the opinions rendered via the Request to Speak program (ALIS/RTS) revealed that 40% of the comments were in favor and 60% were against. That means that a lot more people on the other side made sure that they responded. If we want to advance The People’s agenda, we cannot allow this situation to continue. We need people to weigh-in.

TWO IMPORTANT BILLS are being ignored by the House Education Committee.

HB2056 statewide assessments; parental opt-out

(Parental Control and Student Privacy)

HB2088 schools; assessments; surveys; informed consent

(Parental Control and Student Privacy)

These bills were held back on 1/20 and have NOT been scheduled for the hearing on 1/27. If this subject is important to you, you may wish to contact the committee chairman and request that these bills be scheduled for a hearing. Don’t forget, the other side is right now requesting just the opposite.

Developing Legislation In Arizona

From the Arizona Legislature:

1) In Arizona a bill is introduced in the House or Seante by a Member, a group of Members, a Standing Committee or a Majority of a Committee, after being written in proper form by the Legislative Council.

2) A bill is branded (assigned a number), First Read and referred by the Speaker to appropriate Standing Committees and to the Chief Clerk for printing and distribution.

3) Committees consider a bill (may include hearings, expert testimony, statements from citizenry). Committees report recommendations to Whole House. The Committee on Rules determines if a bill is constitutional and in proper form.

4) The Committee on Rules places a bill on the Active Calendar and the Speaker of the House or Senate President
sets order in which measures will be considered.

5) The Committee of the Whole: Informal session of entire House membership acting as one committee. Members debate, develop amendment, and make recommendations on bills.

6) Third Reading – Roll Call. Every member present must vote (unless excused and no Member may vote for another member.

7) If passed by House, the bill goes on to the Senate.
